UN-Habitat-SCP- Basic Urban Services - completed
The UN-Habitat Sustainable Cities Programme has a component on Basic Urban Services, i.e. sanitation and water services. IRC is taking the lead on this Basic Urban Services (BUS) for the period 2003-2008. The emphasis will be on demonstration and scaling-up processes in several cities in different countries, the anchoring of strategies, methods and approaches in local institutions for future capacity building, and the documenting, sharing and using of these different experiences and lessons learned.
The provision of basic services to the urban poor requires a new paradigm!
Millions of poor women, men and children in the cities of the world lack good water and sanitation services. But water and sanitation are basic human rights. Access to these services by the urban poor may create new opportunities for economic activities that will contribute to the poverty alleviation.

Regional Anchoring Strategy
In the second phase of Dutch support, the Sustainable Cities Programme (SCP) and the Localising Agenda 21 Programme (LA21) intend to improve its assistance to its partners through decentralisation at regional and national levels. For this purpose, SCP identified and engaged specific Dutch organisations with defined expertise that could provide this specialised support.
Information and Documentation Strategy
In this phase, the Sustainable Cities Programme (SCP) and the Localising Agenda 21 Programme (LA21) will decentralise efforts at regional and national levels to improve specific assistance to its municipal partners. The IRC International Water and Sanitation Centre, based in the Netherlands, has been selected to deliver specific support and provide advise on urban basic services.
BUS Handbook Outline
The Handbook is divided into four parts:
- Part A introduces main concepts and alternative approaches to BUS.
- Part B goes into more detail into each phase of BUS design, planning and implementation.
- Part C introduces tools for learning and information sharing.
- Part D compiles a series of key resources and references
