Monitoring the human rights to water and sanitation

Statement of Ms. Catarina de Albuquerque, UN Special Rapporteur on the human right to safe drinking water and sanitation. Presented by Ms. Virginia Roaf, Adviser to the UN Special Rapporteur, on 9 April 2013 at the Monitoring Sustainable WASH Service Delivery Symposium.
Ms De Albuquerque first talks broadly about the rights to water and sanitation – what they mean and how they can be achieved – and then discusses her own work of the last two years on monitoring access to these rights, in collaboration with the WHO and UNICEF in their discussions with the WASH sector on the post-2015 development agenda. She then shares examples of instances where she came across the benefits of monitoring and the damages of lack thereof.
Ms. De Albuquerque ends with a brief presentation of her final project as Special Rapporteur: the development of a Handbook, providing practical guidance for the different stakeholders on what needs to be done to make the rights to water and sanitation a reality.
