Urban sanitation planning needs to be more than a voluntary activity if it is to be undertaken nationwide. Government needs to develop both incentives and obligations to adopt comprehensive strategies, by linking funding to adoption of city-wide sanitation plans.

Environmental Health Risk Assessment

Environmental Health Risk Assessment (EHRA) done in (a representative) sample of all urban neighbourhoods on the household conditions and practices in 5 sanitation sub-sectors. The data from the EHRA are the basis for compiling the IRS or Index Sanitasi Risiko. The IRS shows how risky conditions and practices are distributed across the city locations for each sanitation sub-sector. The distribution helps the Pokja Sanitasi, the Working Group with representatives of all sanitation sub-sector institutions, to plan the city sanitation strategy and to formulate priority interventions in high risk neighbourhoods.
