Sustainable Services at Scale initiative Mozambique
After Ghana and Uganda, the Sustainable Services at Scale (Triple-S) initiative has started in Mozambique in June 2012. Triple-S is a multi-country learning initiative of IRC, with the overall goal of improving the sustainability and reach of rural water services. The aim is to support governments and stakeholders in the water sector to improve rural water service delivery through, among others, bringing about greater harmonisation and increased sector capacity.
Activities Sustainable Services at Scale initiative Mozambique

Between July 2009 and December 2010, IRC undertook a series of scoping activities in Mozambique in order to assess the demand, entry points, potential resources and scope of work for Triple-S in Mozambique. The outcome of scoping indicated the need for Triple-S Mozambique to be centrally linked to the definition and implementation of strengthening the cross cutting sustainability component of PRONASAR. In Mozambique the initiative is therefore providing strategic support to DNA and PRONASAR, together with UNICEF and WSP, to provide informed recommendations to
- Strengthen collaboration by improving the role of the Grupo de Água e Saneamento (GAS), nationally and provincially
- Strengthen monitoring of PEC Zonal and CLTS
- Research, distill and document lessons from UNICEF’s One Million programme, and JICA and MCA WASH programmes
Together this work will contribute to sector policy and implementation approaches.
Context
In Mozambique, important sector and institutional reform processes are underway in terms of decentralisation and the implementation of a Sector Wide Approach (SWAp) for the rural water and sanitation sector, called PRONASAR (Programa Nacional de Abastecimento de Água e Saneamento Rural) or the National Rural Water and Sanitation Programme. PRONASAR is the framework for operationalising and implementing the Rural Water Supply and Sanitation (RWSS) Strategic Plan (PESA-ASR) 2006-2015 to reach the MDG target of 70% coverage for rural water supply and 50% coverage of rural sanitation. Strengthening sustainability is a key component in the design and implementation of PRONASAR.
