Decentralized learning | what is it about?

Learning for Change is a thematic area developed by IRC based on the experience that only through explicit social learning progress can be made in the WASH sector. In Uganda learning has been promoted through a series of projects and programmes from 2002 onwards.

Multi stakeholder learning on sanitation: an approach appreciated in the Acholi Sub Region

The main purpose of this briefing note is to showcase how learning has impacted on the district and sub county stakeholders, including CSOs and school stakeholder, with the view to share beyond the project area, with other stakeholders from other districts, the achievements and lessons learnt from the learning approach that was adopted.

LeaPPS district level multi-stakeholder learning (2008)

LeaPPS (Learning for Policy and Practice in Sanitation & Hygiene) a joint initiative of IRC and Uganda partners SNV and NETWAS Uganda, had been running from 2007 - 2008 in four districts. The overall aim was to generate more cost-efficient and effective sanitation & hygiene programmes and sustainable facilities and behaviours. It contributed to district and sub-district enhancement of sanitation and hygiene sector performance. The PDF document summarizes how LeaPPS learning at district level made a difference.

LeaPPS the process of learning scaling up (2009...)

Why LeaPPS (Learning for Policy and Practice in Sanitation & Hygiene)? Considering the variations across districts in sanitation standards, characterised by recurrent outbreaks of faecal-related diseases like cholera, LeaPPS set out to contribute towards improving access to sanitation and hygiene through learning and sharing. This initiative, now called LeaPPS-WASH, has been implemented in the districts of Kyenjojo, Kamwenge, Arua and Koboko, and has now expanded to include more districts, and also water issues. The pdf presents the learning process and scaling up to other districts.

Decentralized learning in a wider sector learning context: linkages and facilitation (2012)

Possible linkages of learning between district, national and sub county levels, modalities for scaling up of district-based learning and criteria for successful facilitation. The file proposes steps forward to institutionalizing, resourcing and facilitating decentralized learning.
