Seminar on standardising intervention models
IRC, CONASA and FHIS are supporting a process towards standardisation of intervention models in the water and sanitation sector in Honduras. Key to this is an understanding of life-cycle costs, as based on these, criteria for efficiency and effectivity of intervention models can be defined. To start-off this process, a seminar was organised on 3 May 2012. In this folder, you will be able to find all presentations (in Spanish), as well as the report of the seminar.
Introduction to the seminar
On 3 May 2012, IRC, CONASA and FHIS organised a seminar on standardisation of intervention models in the Honduran WASH sector. Participants included representatives from governmental agencies and NGOs. Read more about the background, the objectives and the foreseen outcomes of the seminar.

Defining the concept ' intervention model'
Throughout the seminar, it was agreed to define the concept of ' intervention model' as the set of procedures and rules that make up the intervention programme, consisting of:
- The definition of service level to achieve
- The scope (urban, rural, water, sanitation, type of settlement)
- The phase in life cycle to which it applies (new system construction, replacement, technical assistance)
- The description of the intervention cycle, incl. responsibilities, types of activities and tools to use in each step of the cycle
- How to manage procurement and contracting
- Unit costs/ or cutting lines, and the rules on (co) financing costs

The intervention model of the OBA programme
The presentation (Programa de Ayuda en Función de Resultados (OBA) para la planificación, selección y ejecución de proyectos A&S) explaining the intervention model of the OBA programme can be downloaded here.
The OBA project (Output-based Aid) is carried out by the government of Honduras, together with the World Bank and the support of the Public-Private Infrastructure Assistance Facility.
