The Honduran resource centre
The resource centre CHRECIAS of the Honduran water and sanitation network RAS-HON provides independent support services to the water and sanitation sector, making knowledge and information accessible for different users. Since 2008 a significant step was made in promoting thematic groups as an integral part of the resource centre and its knowledge management process. In this folder you will find documents and articles related to the experience of the resource centre, information about the different thematic groups, their activities and some examples of the knowledge products that the resource centre develops.

Generating knowledge throughout thematic groups
The Honduran resource centre, CHRECIAS, which is part of the RAS-HON, counts with nine thematic groups. The groups are formed of representatives of different organisations in the Honduran water and sanitation sector. The thematic groups carry out joint projects, research and capacity building activities and work towards the generation of new knowledge and information products with the objective
- to use it as advocacy material in national level decision-making processes,
- to document and systematize processes and sussessful and less successful experiences and practices, and
- to create documents for capacity building purposes
The RAS-HON resource centre: working with thematic groups and lessons learned
This document is the result of an effort to capture what the RAS-HON is; its role in the Honduran water and sanitation sector; and to capture the experience of working in thematic groups. The latter has proven to be a valid and effective approach for the generation of new knowledge, and sharing this within the Honduran sector.

Honduran Resource Centre for Knowledge and Information, CHRECIAS
By 2004, the Water and Sanitation Network of Honduras, (RASHON from its initials in Spanish), had become an important organisation within the Water, Sanitation and Hygiene (WASH) sector. Its work has been based on three strategic lines: 1) advocacy 2) institutional strengthening and 3) dissemination of successful experiences of the WASH sector. On the basis of the experiences with these strategies the Honduran Resource Centre for Knowledge and Information in the Water and Sanitation sector, CHRECIAS, was established in 2005.
Strengthening capacities to improve the local governance of water and sanitation services in the Atlantic coast region in Honduras
Local governance of water and sanitation services in the Atlantic coast region of Honduras is influenced both by the ongoing decentralization process as well as the new regulations regarding the provision of public services. The framework law on water and sanitation, which was approved in 2003 has caused that responsibilities for the provision of services have been transferred from national level to the municipalities. Progress in the decentralisation process, however, is slow. In some cases not all responsibilities have been transferred to the local level, and or the resources and expertise to assume the new responsibilities lack at this level. These and more issues were discussed in the workshop ‘Local Governance and Capacity Development for improved WASH services in the Atlantic coast region in Honduras’, organised by the RAS-HON branch office for this region, based in the city of La Ceiba, in October 2007. In this workshop, participants have come up with a series of recommendations for strengthening the capacities to improve local WASH governance. These recommendations have been included in a field note. The field note is in Spanish, and can be accessed by following this link, which will lead you to the IRC WASH Library.
