The third and last day of the workshop started with group presentations of issues analysed in the previous two days. Thereafter attendants prioritised the issues for further discussion in groups referred to as ‘World Café’, to come up with strategies and recommendations. From the group discussions a number of cross cutting issues that affect sanitation and hygiene for the urban poor were identified. These include for example the limited availability of appropriate technology designs to the community, or the lack of clear financing strategies or of sanitation scale up strategies. In order to trigger change, it was suggested that there is a need for sanitation subsidies, and that the involvement of all the stakeholders in planning and implementation of projects is crucial. Out of 15 key issues initially identified by the attendants, 6 were prioritised and further analysed in the World Café.

Like the first day, participants shared and analysed a number of cases based on their own professional experience. 11 cases were presented under two categories:
- Sanitation marketing, demand for sanitation and hygiene services, and financing mechanisms.
- Schools and community mobilization for sanitation and hygiene.
In groups, participants analysed the various cases, identifying success factors, challenges, triggers for change, as well as drivers and motives for change.
In the afternoon, a field visit was organised, during which participants visited a waste collection and recycling cooperative, as well as a model primary school with a proper garbage management system and good sanitation and hygiene practices. The day was crowned with a visit to Kigali Genocide Memorial Centre.

The East Africa practitioners’ workshop on pro-poor urban sanitation and hygiene was officially opened on the 29th of March 2011 by the Honourable Minister of Health of Rwanda, Dr. Richard Sezibera. This regional learning and sharing event is gathering about 60 participants from Rwanda, Uganda, Kenya, Tanzania, Burundi, Ethiopia, Southern Sudan, and Mozambique. The workshop started with a call on participants to share and learn from each other on how best to scale up sustainable efforts towards improving sanitation and hygiene among the urban poor communities in the region.
