Second National Learning Forum, Kampala 18-19 August 2010
The Second National Learning Forum was organised in Kampala on 18-19 August 2010. This national learning and sharing event had 2 themes: community based management systems (CBMS) and WASH Accountability.
Second National Learning Forum
This 2nd NLF had two main themes: (i) Institutional support for community-based maintenance system of rural water supplies (day 1); (ii) WASH governance (day 2).
Under each theme, presentations were made followed by group work for analysing the cases.

18 August 2010 marked Day One of the Second National WASH Learning Forum focused on sharing and analyzing sustainability issues of rural water supply in relation to institutional support for Community Based Management Systems (CBMS) and governance in the WASH sector.

West Nile Project during day 1, NLF August 2010
Out of the five presentations made on the day dedicated to WASH governance, three were on the West Nile Project:
- Summary of the process and achievements of the initiative, including presentation of the accountability toolkit.
- Case study 1: "People's voices, the leader's response", Nebbi District. Technocrats and politicians from Nebbi District provided cooperative inputs in developing and testing the methodology and tools for enhanced accountability.
- Case study 2: "Community scorecard exposes water user loans worth UGX 2,000,000", Adjumani District. This case study illustrated how community scorecards and subsequent action planning can help a community improve the management of its water facilites.
