The book covers three main themes: 1. the relationship of interdependence between culture, education and communication; 2. the need for participatory processes in sustainable development, and 3. the crucial importance of culturally appropriate communication systems and approaches to education and training. Model for building community-based environmental management (CM) programmes in peri-urban neighbourhoods. The model employs an approach to capacity building that has been used in the Water and Sanitation for Health Project (WASH) over the past thirteen years. Two processes unfold in parallel: the technical process of identifying and evaluating environmental health processes and the participation process, involving a systematic programme of training and communication. The model is designed to be implemented in one community at a time. As local capacity to initiate and sustain working relationships with peri-urban communities develops, it will become possible to develop a larger, city-wide sustainable CEM effort. The CEM model draws from many sources. It incorporates methods used in various sciences combined with experiences from work with urban communities in the United States. The report describes each of the methods briefly and provides references to more detailed guidance. The report is intended for use by development assistance organisations, including bilateral technical assistance agencies, international NGOs, and multilateral development banks.

This short paper highlights the major aspects of the participatory methods, as experimented by the PSU Foundation over the last few years. The paper seeks to address the key features of the techniques that have emerged. The approach used by PSU includes the active participation of local communities through the development of grassroots institutions in order to develop a local resource base which can sustain the impact of interventions beyond the project period. The paper considers the role of local performing art forms in helping to get programme messages across to the local communities. There are various appendices including a short abstract on effective communication in Karnataka; a note from Christine van Wijk on folk art (see also isn 12593); another short (four-page) note on Karnataka; and one page on experiences in the village of Bairagrh, Lakhimpur-Kheri (District) in Uttar Pradesh.

This volume builds on the theme of participation in development through communication in meaningful and culturally specific ways. The introduction stresses the importance of cultural identity and democratization at all levels. The first part of the book presents theoretical perspectives in relation to policy issues and political ideologies. The second part explores diverse methodological perspectives including current debates in the social sciences, approaches to participatory research, the interactive role of the indigenous farmer and the scientific researcher, and a discussion on animation and leadership in community development. The intention of this report from a UNICEF sponsored Eastern and Southern Africa Regional Workshop on Sanitation, held October, 1994, in Zimbabwe, is to advocate sanitation promotion and good hygiene behaviour to ensure health and economic benefits for the population of the Region. Four messages evolved from the workshop; namely, sanitation needs a higher priority on the development agenda; behaviour change is a crucial element of improved sanitation; improved sanitation is a process, not a top-down decree; and participatory methods of implementation and greater understanding of the complexities and interlinkages of technical and behavioural elements are essential. The document contains the workshop proceedings, outcomes and evaluation, supported by several annexes. The main outcomes from the workshop include the provisional establishment of a follow-up mechanism (a sanitation/ hygiene network), continued collaboration on sanitation promotion activities at global and regional levels, and draft guidelines for preparing country sanitation situation analyses.
