The past, present and future of finance for investment in water systems

This presentation starts with an historical account of the contributions made by public financing in the achivement of sustainable WASH services in 'developed' countries. It describes what lessons may be learnt from the experience of 'developed' countries to inform developmental initiatives in Africa. The presentation highlights the importance of public finance; proposes to examine current developmental practise, analytical and methodological work; and concretely suggests the need to improve taxation in the developing south.
