National Learning Forum
Uganda's Ministry of Water and Environment, the Sanitation and Water Knowledge Learning Alliance (SAWA, which is a consortium of NGOs involved in the WASH sector) and IRC will organise a number of national events around learning called National Learning Forums. The aim of these events is to provide a national learning platform for WASH stakeholders so that they share and analyse experiences and practices, to stimulate follow-up acitivities and products, to build capacity for scaling-up and to bridge the gap between policy and practice. Presented 'good practices' will be in various areas: e.g. integrated water resources management, water supply, community-based management, rural sanitation, water and sanitation in schools or WASH governance.
Uganda: Do NGOs, government and private sector in water and sanitation learn?
Pre-forum press release: On Monday 12 and Tuesday 13 October 2009, the Ministry of Water and Environment, SAWA and the international NGOs SNV and IRC, organised Uganda’s first National Learning Forum in Kampala. Twenty presenters from the districts, most local NGOs and government staff presented their ‘good practices’. These must help the national agencies to learn to do better in policy and strategy.
First National Learning Forum Kampala

The four themes were: integrated water resources management, water supply, rural sanitation, and water and sanitation in schools.
Second National Learning Forum Kampala
The Second National Learning Forum was organised in Kampala on 18-19 August 2010. This national learning and sharing event had 2 themes: community based management systems (CBMS) and WASH Accountability.

Report of the national learning forum held in Kampala
On 12 and 13 October 2009 the first national learning forum was held in Kampala, Uganda. The participants of this first forum thought that it would be good to organise such and event twice a year, get more national government staff in and make sure that sharing of results leads to scaling up of good practices.More on the event can be found in the document.

Summary note first national learning forum, Uganda
The first Water, Sanitation and Hygiene National Learning Forum Kampala, Uganda was held in October 2009. This learning forum brought some 50 professionals together from national and district level to learn about good practices and innovations in WASH. The presentations and discussions were structured around four themes: IWRM, Operation & Maintenance of rural water supply, household sanitation and WASH in schools. The forum created a good platform for critical analysis on factors of the good practices.

Daily report national learning forum, 12 October 2009
Cases were presented on integrated water resources management during the first national learning forum in Uganda on 12 October 2009. In five World Cafés key factors were analysed such as participatory approaches at community level; multi-stakeholder platforms; value of data, research and pilot projects; sustainability of basin; lack of resources and capacities. Another five World Cafés were created and participants moved from one to the other to discuss the issues they wanted. The main areas in the Cafés were: local management structures; HP mechanics and other functional associations; MIS and M&E; Learning Platforms; support from politicians and staff. Daily report national learning forum, 13 October 2009
Government, NGOs and private operators met on the 13th October 2009, the second day for learning and sharing on sanitation in households and schools. This second day was different as the focus was on low cost technologies and use of manure, PHAST and Community Health Club approaches.
