West Nile Uganda WASH Accountability [completed]
Supported by the European Union's European Development Fund (EU EDF) Improving Governance in WASH through local dialogues in West Nile, Uganda was a collaborative project led by IRC (The Hague), NETWAS-Uganda (Kampala), and CEFORD (West Nile Region). The project was implemented between December 2008 and December 2010. Its main objective was to give support in the development of accountable and responsive WASH services in selected rural communities in Uganda. The project geographically covered a total of six sub-counties in the districts of Moyo, Adjumani and Nebbi in the West Nile region.

Accountability Action Research Toolkit
The final year of the West Nile WASH accountability project was dedicated to Action Research involving representatives of all key stakeholders: citizens, their associations, local government, WASH service providers, schools and facilitators / trainers.
They applied various tools which where turned into practical facilitation guides in the areas of action research at the different district levels such as:
1. District level planning and monitoring maps and Gantt charts for water supply and for sanitation and hygiene.
2. Self-assessment cards for local waterpoint and sanitation committees led by a sub county official.
3. A guide for joint action planning and monitoring of agreed actions between users and local service providers.
4. A guide for assessing school chlidren's views and suggestions on sanitation and hygiene improvements at school with an example of a card that children can use after an introduction by a local facilitator.
5. A school debate guide for sanitation and hygiene action planning at schools, using the results of the children score cards as a basis for planning improvements.
6. A guide and score card to assess satisfaction of water consumers about their water supply and functioning of their waterpoint and sanitation commitees.

“If we cannot maintain school latrines we don't need to be in big offices”
“If we claim to be officers in big offices and we cannot maintain latrines, then we don’t need to be in those offices,” this is how the District Education Officer of Adjumani in Western Uganda is quoted in the fourth Adjumani District Dialogue newsletter, reporting on the meeting of 3 March 2010.
Monitoring and Evaluation Reports
The aim of the two Baseline and Monitoring Reports was to collect information relating to attitudes, perceptions, appreciation and practice of good governance and accountability at the start and the changes over the course of the Project. Even in a short time frame the Project seems to have made remarkable achievements. The External Evaluation Report was commissioned by IRC to collect information and feedback from project stakeholders on the relevance, efficiency, effectiveness and sustainability of the participatory approaches and action research tools and methods used in the project implementation.
