South Africa's sector approach summary

South Africa’s sector support approach can be summarized as follows:

  • First and foremost – it is collaborative
  • Policies are developed jointly in the sector
  • Moving from a project to a sector wide approach
  • Support strategies are designed by all sector partners
  • Strong culture of consultation and finding consensus
  • Collaborative structures have been established
  • Strong relationships have developed over time which facilitate co-operation
  • Institutional support and technical assistance have been provided to the sector stakeholders and structures such as national, provincial and local government, water services institutions, NGOs and civil society organisations and community structures
  • Programme management support was established to help manage the sector wide programme
  • The emphasis has been on one strategy, one work plan, one report

Characteristics

Masibambane is owned by the sector but managed and led by DWAF on behalf of the sector. It is also:

  • a mechanism for joint decision making and providing support;
  • a vehicle for transformation and decentralisation in the sector;
  • sector collaboration is the hallmark of Masibambane; and
  • SWAp in South Africa is not dependent on donor funding.
