Clearing sanitation backlog requires 400 million Rand in Capricorn District Municipality

Sanitation is a major challenge in service delivery in South Africa. In the Capricorn District Municipality (CDM) based in Polokwane (Pietersburg) in Limpopo Province the backlog of people not served with basic sanitation is 52 percent. CDM needs around 400 million Rand to clear the backlog to provide decent sanitation to communities in its five local municipalities: Polokwane, Aganang, Blouberg, Molemole and Lepelle-Nkumpi.

Decentralization

Decentralization involves transfer of functions, assets, staff, infrastructure and budget from the national level to the local level. Experience in South Africa illustrates that this process is not an easy one, even though they successfully undertook the process as part of the sector wide approach (SWAp) in a collaborative manner.

The South African sector wide approach (SWAp) started in 2001 in the water and sanitation services sub-sector. “We don’t call it a sector wide approach, we call it Masibambane – this means “Let’s work together”. For us it is everyone, not just the water people. Actually without us, local government, they would not have a sector, because we are a very big player in this sector."
