Report of a half-day workshop held on 26 September 2003, during the WEDC Conference in Abuja, Nigeria. The purpose of this workshop was to discuss sustainable financing and cost recovery strategies and to contribute to the debate on meeting the Millennium Development Goals.

Cost recovery: Taking into account the poorest and systems sustainability
This paper was presented at the 2003 International Congress on "Watershed Management for Water Supply Systems" in New York City. It describes IRC’s and some of its partners’ approach to financing and cost recovery for the drinking water sector in rural and low-income urban areas, in the context of decentralization and sector reform. It also discusses knowledge gaps and research challenges.
