Overview - Finnida Water Policy

First IRC and WEDC ran an electronic conference from 20 October to 7 November 2003. This will be followed by a second round of discussion and exchanges of experiences, which will take place face-to-face with stakeholders from the southern partner countries of Finland development co-operation and from the international organisations active in the sector. The face-to-face discussions will take as their starting point a written summary report on the outcomes of the initial e-conference.

Issues

The review will discuss the following issues:

A new balance between water resources, management and multi-purpose use of resources.
A new balance between water services and sanitation, and between rural and urban areas.
A new balance between available resources and demand.
A new set of development co-operation approaches; tools and partners have to be developed and selected to suit the present-day world.
The impact of the economic framework, the reality of the global economy.
The impact of commercialisation and the trend towards consumer orientation in service provision.
Financing the investments in and operation and maintenance of the installations.
Options for and the boundary conditions governing the institutional set-up of service provision.
The size of future Finnish development co-operation in the water sector.
