Overview - Finnida Water Policy

First IRC and WEDC ran an electronic conference from 20 October to 7 November 2003. This will be followed by a second round of discussion and exchanges of experiences, which will take place face-to-face with stakeholders from the southern partner countries of Finland development co-operation and from the international organisations active in the sector. The face-to-face discussions will take as their starting point a written summary report on the outcomes of the initial e-conference.
Issues
The review will discuss the following issues:
- A new balance between water resources, management and multi-purpose use of resources.
- A new balance between water services and sanitation, and between rural and urban areas.
- A new balance between available resources and demand.
- A new set of development co-operation approaches; tools and partners have to be developed and selected to suit the present-day world.
- The impact of the economic framework, the reality of the global economy.
- The impact of commercialisation and the trend towards consumer orientation in service provision.
- Financing the investments in and operation and maintenance of the installations.
- Options for and the boundary conditions governing the institutional set-up of service provision.
- The size of future Finnish development co-operation in the water sector.
