5. Programming implications at different levels

The water sector is at the beginning of a steep learning curve in dealing with corruption and is not yet at the stage where policies and programmes specifically related to the issue have been developed.
This section of the TOP therefore takes the form of a list of suggested actions that might be useful in promoting the development process in international institutions and agencies and at various subsidiary levels down to local districts and towns. Readers are invited to comment on the suggestions made.
Given the early stage of development there is a concentration here on the needs for advocacy and the gathering and dissemination of knowledge. In the latter context there should be collaboration between institutions and resort to use of networks such as learning alliances and multi-stakeholder platforms. Much might be gained by reference to UNDP or by calling on the unequalled experience of Transparency International, accessed through its worldwide network of national groups.
Above all, it should not be forgotten, that bringing anti-corruption measures into the mainstream of policies and programmes will require financing.
