move towards sustainable water behaviour...comment

The "move towards..." is a good thing; the real challenge however, is the day-to-day implementation in many developing countries like East-Timor, regarding education, awareness, attitude, reform policies, etc. Demand driven supply requires good Governmenal monitoring within a catchment; in addition, water supply to all sectors needs to be assesed, not at least crop water demand estimates in irrigated agriculture.
Also in that respect, if only developed countries could give a better example and not waste (good quality) water!
