Middle East wastewater ponds

I currently have an RO system for water treatment with a lab but can't use that for wastewater testing so I do not have BOD numbers. With limited water usage I'm estimating 20 to 30 gpd per person for a population of 8000. I believe what I have can work with some modifications. The depth of all the ponds is 4 - 5 ft. Fig 1 show how they are currently connected and flow and Fig 2 is what I'm considering with the smaller ponds anaerobic 5 - 8 ft and then two facultative and two mature ponds. I'll have to crunch some numbers for volume but wondered if I'm on the right track. This of course is short term with hopefully a plant in the future.
