Move towards a sustainable water behaviour, dominated by demand rather than supply sounds an interesting proposition but practically speaking water demand and supply can not be seen in separate perspectives. The term demand driven approach is some thing different wherein communities demanding water are involved in the decision making/implementation and operation maintenance of system where as the terms shown indicates suustainable water behavoiur in water demand itself.
The demand driven approaches does not necessarily mean that water behaviour would be sustainble as can be seen in many cases. this will also depend on supply levels which have to optimised to meet the water demands as in almost most of the cases 24x7 system of water supply as reduced the water supply rate(Aapni Yojna - Rajasthan India).
Awareness and proper propotionate billing systems also help in sustainable water behaviour. The communites both rural and urban though know that water is precious individual behaviour of persons have to be trained to by direct (information & Education) and Indirect means (Propotionate and transparent Billing System) to optimise the water usage, leading to sustainable water behaviour.
The supply driven approach does not takes the demand in consideration but as the water supply may prove to be restrictive this may lead to saving water(though at the cost of unfulfilled demand) leading the communities to save the water.
So this is a paradox which can be resolved to a large extent through proper IEC and Billing system. This will also take long before the each individual learns water conservation and start respecting its value to himself and generations to come.
