EMPOWERS (completed 2007)
The Euro-Med Participatory Water Resources Scenarios (EMPOWERS), was a multi-country (Egypt, Jordan, West Bank/Gaza) research and development project led by Care International UK. The project (2003-2007) aimed to improve the access of poor users to water through improved water resource management.
EMPOWERS Thematic Group

The EMPOWERS project has ended but will continue as a thematic group. The EMPOWERS Thematic Group (ETG) is a group of national, regional and international organisations with a shared desire to build on and scale-up the philosophy and approach to local water governance developed by EMPOWERS and similar projects. It does this by providing a platform for like-minded individuals and organisations to meet, share information and experiences, undertake advocacy, and develop shared activities. It is drawn in principle from the existing partners of the EMPOWERS programme, namely: INWRDAM, IRC International Water and Sanitation Centre, Care International, PHG, CEDARE, CEOSS, DRTPC-Cairo University, in addition to the IUCN-WESCANA that joined the ETG just recently.
Jordan, Palestine, Egypt: How process documentation made a difference
The last issue of Source Bulletin announced the publication of five titles in English and Arabic documenting the results of the Euro-Med Participatory Water Resources Scenarios (EMPOWERS) research and development project (2003-2007). The following extracts illustrate how process documentation made a difference; not only within the team and for stakeholders involved in the project, but in the wider water situation in the three countries where EMPOWERS was working.
