Village Level Operation and Maintenance of Handpumps: experiences from Karonga, Malawi

This paper documents the experiences from the Karonga Lakeshore Groundwater Project, a small rural water supply project in northern Malawi, and emphasizes that village level operation and maintenance (VLOM) is not a technical but a community concept. The Karonga case attempted to demonstrate how making VLOM a key component of the project could help to solve some of the water problems encountered. The paper focuses on what was learned in order to give a practical guide for VLOM, applicable far beyond the geographical area defined by the project.
