RCD concept paper "Making it work!"

Purpose and target audience of this paper
This paper presents the approach and methodology, a conceptual framework, of the Resource Centre Development - 18 Countries Programme (RCD 18), as developed by IRC International Water and Sanitation Centre (IRC) and its partners. The programme started in 2002 in a ‘learning by doing’ way. The paper serves as an introduction and reference to all parties interested and/or involved in RCD 18, be it IRC and partners’ staff, sponsors, patrons, support agencies, resource centres and sector knowledge and information users.
Chapter two explains definitions, terminology and insights used in the context of RCD 18. Chapter three presents the programme methodology and is followed by a presentation of the concrete activities. Finally, the summarising remarks emphasise the need for consolidation and scaling-up of the programme. This paper is meant to contribute to a wider understanding of the importance of resource centres for the water and sanitation sector (WATSAN) and also aims at generating support for the programme, and its partners, in order to strengthen and expand itself.
