This paper delineates the evolution of alternative strategies, which have addressed the issues related to sustainable operations and maintenance of water supply, primarily in the handpump based projects, under the Indo-Dutch bilateral programme (IDC) in the State of Uttar Pradesh. The approach has been to increasingly involve the community at every stage and support the development of a strong and viable institutional framework with a self supporting system of resource generation.
